Generate a payment

/api/v1/transactionPOST

The digest is the lowercase hexadecimal HMAC-SHA256 of amount|txnid. Use the X-eGovPay-Token value as the HMAC key, but remove a leading test_ staging prefix before signing; production tokens are used unchanged.
